The windows doesnot come up and touch screen issue

Hello,
I have a 4200-scs and am experiencing some issues that may be connected. Here are the problems I’m facing:    
  1. When I turn on the machine, the touch screen doesn’t work but the external monitor does.    
  2. Windows doesn’t come up and it tells me I have to put in the bootable disk.    
 3. Assuming I need to reinstall Windows, can I install Windows 10 and install new Clarious software? Are there any additional steps required?  Thank you for your help.

Is it just the touch aspect, or no display activity at all?
If Windows is corrupted and cannot run, you could try a system restore.
During boot, press F11 when you see the message about Acronis True Image.
The as-shipped factory image is there.
NOTE:  this will wipe away your existing content in projects or custom user libraries.
