1720 vector scope

On line manual which is the user and service manual doesn't have a schematic
 problem with the 1720 is wont come on.
there is dc voltage on the SMPS power transistor  but nothing on the secondary.
I have work on SMPS in the past so I'm familiar with them.
if there is a common failure part that would be nice to know.
if not a schematic would be very helpful

The 1720 Series Vectorscope is now owned by Telestream. We have found a 1988 version of the user manual with schematics included (pages attached).
