When going to the IP address for the scope and clicking on "Instrument Control (e*Scope®)" to use the scope, nothing shows up but a white blank screen. All other pages work on the just IP page.

http://10.0.0.8/Tektronix/

This happens across all major browsers, chrome, firefox, and edge and the computer can access the scope etc. Firewall rules are allowing traffic.

Could you try connecting to the following page? http://10.0.0.8/Tektronix/#/client/c/Tek%20e*Scope
If that does not work have you tried restarting the MSO54, then reconnecting?
Finally, have you successfully used e*Scope in the past?
