I'm able to take an RMS measurement on that waveform without a problem (picture attached).
I assume you have your RMS measurement in such a way that is leading to this issue (likely the gating setting). If you're able to share a setup or session file, I'll take a look at how you have it configured.

Could you tell us more about your application? Are you measuring settling time or something like that?
That's a precision of about 1 in 400, or close to 12 ENOB.
Even with High Res and averaging, it will be difficult to reach 12 ENOB on a scope, not to mention the fact that probes are usually not rated to more than 1% accuracy.
If your bandwidth is low enough, you should consider using a DMM, that would be the best option.

It looks like you're clipping (both positive and negative), please capture your signal without clipping the ADC range (signal shouldn't go off the screen) and try again. -

You should be able to do this by loading two versions of the RSA API, and then connecting to each RSA individually.

That looks like it should work, just press down firmly and they should click in (after the cover is retracted and the micro hook is fully out, keep pushing until it clicks).
If that does not fix it, it's possible either your probes or tips are defective, I'd ask that you send them info for repair (both the tip and probe, so they can be checked together): https://www.tek.com/en/services/select-factory-service-request
